Libel threat: Editor offers to remove articles in return for change in enforcement

The Editor of this web site has offered to remove the articles that CRT alleges are defamatory, in return for CRT making certain binding undertakings to change the way that it enforces s.17(3)(c)(ii) of the 1995 British Waterways Act.

CRT threaten our web site with libel

This web site’s Editor received a letter from CRT recently threatening to take court proceedings for libel against the web site because of statements made in articles revealing and commenting about BW/CRT’s relationship with hire boat holiday brokers Drifters Leisure Limited.

K and A mooring strategy consultation plans changed despite BW statement

CRT’s plans for the consultation on the K and A Local Mooring Strategy have changed again. A sub-group of the Local Waterway Partnership (formerly the Partnership Board) will review the mooring strategy and will decide what consultation is required. CRT claims this sub-group will be “independent”. At the final meeting of the Local Mooring Strategy Steering Group in October 2011 it was agreed that the Local Waterway Partnership would review the mooring strategy. BW then unilaterally disbanded the Local Mooring Strategy Steering Group before its work was complete. However, at that point BW still intended to carry out a full public consultation.

Consultation on definition of “Houseboat” until 30th September

CRT/ BW is running a consultation on changes to the terms and conditions for houseboat mooring permits. It started at the end of May and the deadline is 30 September 2012. The consultation also seeks views on changes to the definition of “Houseboat”. There are at least two reasons to respond to this consultation.

CRT moves “Mooring Guidance” goalposts again at IWA behest

The CRT has changed the Guidance for Boaters Without a Home Mooring without any consultation with those likely to be affected. The change moves the Guidance even further away from what was intended by Parliament when it passed Section 17 3 c ii of the 1995 British Waterways Act.

Housing Benefit and Liveaboard Boaters

If you live on your boat, and your income and savings are low, you are eligible for Housing Benefit. You can claim Housing Benefit to cover the cost of the boat licence, boat safety certificate and third-party insurance. If you have a mooring and/or if you rent your boat, Housing Benefit will cover the cost of the mooring fee and rent up to certain limits.
