Dear Sir/Madam,

Please see attached my response to British Waterways’ public consultation on developing local morring strategies (2009) which ends tonight.

I concluded with the thought that British Waterways need to remember that the canal is not just some asset to be sweated for financial return, but first and foremost a home, a setting for family life, and every bit the foundation for a community as any land-based settlement. In so doing, it should have regard for the Human Rights Act, and the consequences these proposals would have for people seeking to sustain home, family, education, and working lives from the canal. If BW needs to generate income to maintain the canals, the fair way to do this is through annual licence charges and not to target specific groups of canal users on certain stretches of canal. This would also be a more predictable and reliable way to raise funds.
