Attempt to stop all boats mooring in parish

This Thursday evening (March 15th) Alton Parish Council is to hold a second meeting to discuss getting rid of all the temporary and permanent moorings outside the Barge Inn, Honey Street and at Gibson’s Boat Services (now Moonboats). In addition we understand that the Parish Council wants to prevent boats from mooring anywhere in the Parish. British Waterways and a Community Police Officer have been invited to attend the meeting, but no attempt has been made to consult local boaters. However a number of boaters plan to attend the meeting and would welcome other boaters joining them.

BW Chair says Local Mooring Strategy will not displace people

The tenth meeting of the Local Mooring Strategy Steering Group took place on 11th October at Wiltshire Council offices, Chippenham. Brian has taken over from Kev as one of the representatives of unaffiliated boaters. The agenda was as follows: finalising maps; enforcement and defining neighbourhoods. K and A Manager Mark Stephens chaired the meeting in the absence of Project Manager Damian Kemp. Sally Ash, the original BW Chair, had already informed the group that her presence appeared to be “not conducive to progress”.

BW’s enforcement powers challenged in Local Mooring Strategy meeting

The Kennet and Avon Local Mooring Strategy steering group held its eighth meeting on 9 May 2011. The National Bargee Travellers Association (NBTA) had written to the steering group and to BW stating that research has shown that BW does not have the legal power to set mooring restrictions of less than 14 days or to erect signs specifying compulsory mooring restrictions; that BW therefore does not have the power to compel boaters to pay overstaying charges, and that it does not have the power to impose fines for overstaying. User Group Meeting: “Not a good time to become a charity” says K and A Manager

Several of us attended the User Group Meeting in Devizes on 4th April. The meeting covered local management issues and briefly touched on national BW matters. Functions such as enforcement are now done by a centralised team which is not managed from Devizes, so little information was provided on these matters. Waterway manager Mark Stephens gave a brief update on national developments and their impact on the K and A.

K and A User Group meeting 4th April

The next Kennet and Avon User Group meeting will take place on Monday 4th April 2011, 7pm-9pm at the Kennet & Avon Trust Offices, The Wharf, Devizes. Boaters have attended the past few User Group Meetings and made it clear to BW what they think of their attempts at unlawful enforcement of the Mooring Guidance for Continuous Cruisers, the Local Mooring Strategy, and other issues. Deep Clean!

Ten adults and three children carried out a Gordon Brown-style (who?) deep clean of the towpath between Bradford lock and Limpley Stoke on Saturday 13th November. Mark Stephens, Manager of the Kennet and Avon Canal, took time out of his weekend to greet the towpath tidiers and was suitably impressed by the first Bradford on Avon Star Class work boat, built at Bradford Wharf in 2008.
