The first meeting of the Local Mooring Strategy steering group for the western Kennet and Avon took place on 26 August in County Hall, Trowbridge. As you will see from the documents below which BW circulated before the meeting, most of the changes that BW want to make, that will have a big impact on our lives, will not be up for discussion in the local mooring strategy.

BW say policy changes won’t be up for discussion in Local Mooring Strategy
Tuesday, August 31st, 2010Kennet and Avon Canal Trust AGM decisions made by only 50 members
Thursday, July 15th, 2010A boater recently obtained the last 3 years AGM minutes from the Kennet and Avon Canal Trust, which is going to be working with BW in the management of the canal in a pilot project to try out BW’s proposed new charitable status. An average of only about 50 people voted and attended so if a lot of boaters joined up we could affect the Trust’s decisions. See our previous articles about the Kennet and Avon Canal Trust for the full details.

BW to revive roving mooring permit idea
Thursday, July 8th, 2010We have just obtained via Freedom of Information the minutes of a meeting on 28 May between BW and a number of boating organisations such as NABO, the RBOA and the IWA about the results of the recent consultations on moorings policy and local mooring strategies. APCO, the trade body for the hire boat industry, was also at the meeting. Not only do these minutes make it even clearer that the local mooring strategies are going to specifically target boats without moorings:
“The strategies should define how far a boater must move in order to comply with BW CC guidance”.
These minutes also reveal that BW is reviving the idea of the Roving Mooring Permit:
Wiltshire Fire Service offer to help the Kennet and Avon Canal Trust
Thursday, June 10th, 2010By now you may have met Wiltshire Fire and Rescue Service cycling along the towpath giving out fire safety advice and free smoke detectors. They may look a bit like BW staff as they will be wearing the Fire Service uniform of blue shirt, black trousers and also a life jacket, so make sure you don’t mistake them for the boat checkers or enforcement officers, because a smoke detector could save your life, whereas a patrol notice is only useful for starting fires.
On second thoughts, keep the patrol notices and threatening letters, as you may wish to refer to them when making a complaint to BW about unlawful enforcement.
“I Never Give In To Bullies” – A Letter To BW
Sunday, June 6th, 2010Two years ago, BW proposed in a previous consultation to increase the licence fee for boats without a home mooring by £150. This plan provoked enormous opposition from boaters. One of the responses to that 2008 consultation summed up how many of us feel. We decided it was time to share this inspiring and angry letter with other boaters. Here is an edited version.
18/10/2008
Dear Mr Salem
I have read British Waterways’ response to the BWAF report on boat licence fees and this is my response to that. I live on a boat and have done so for 18 years, I am an individual and speak for myself and do not subvert that right to user groups, whoever they might be.
The points I take exception to, which I believe are the main purpose of the exercise, are those relating to the so-called ‘continuous cruiser’ which is the absurd name and concept applied to people who live on boats who neither need nor want a permanent mooring.
Consultation stitch-up part 2
Thursday, May 27th, 2010Some boaters have now looked at all the responses to the consultation on Moorings Policy for England and Wales (the national consultation). The responses to this bigger consultation also show a majority opposed to local mooring strategies. Of 161 responses, 88 were against local mooring strategies, 48 in favour, and 25 either did not answer the question or were neither in favour nor against. We are still seeking answers from BW
Labour Party Manifesto
Friday, April 16th, 2010Has anyone had a chance to read the Labour Party Manifesto ? I’m told that there’s a commitment to make BW a mutually owned cooperative or somesuch. Can we buy shares?
Nothing’s simple.
Friday, March 26th, 2010Well I guess I owe Keith Rossiter an apology.
After giving him such a hard time about unfounded allegations. I was cycling home last night around 11.30 and witnessed someone on the back of Leah Rose 506166 emptying a toilet into the canal.
What should I do about this? What should our community do about this?
It has quite depressed me that I spend so much time defending our community and do so much work to prevent people like Mr Rossiter spreading rumour and untruth.
I am effectively defending the right of fuckwits like this to behave like this.
It will be a while before I feel able to continue with this website or any other actions.
so….
Sorry Keith.
Enough is Enough
Saturday, March 20th, 2010The corruption of British Waterways is now endemic and pervades every thing that they do.
Strong words?
Well take a close look at this…
Is the 14 Day Rule is a Misnomer? – A personal view
Tuesday, February 2nd, 2010We have been asked to publish this take on the ‘14 day rule’.
Due to our case being founded in part on British Waterways seeking additional powers rather than enforcing the 14 day stipulation in the 1995 Waterways Act there is some debate amongst boaters on the implications of this piece of law.
