Review of local mooring strategy proposals to begin on 26th October

The K and A Local Waterway Partnership (LWP) is to hold the first meeting of its Moorings Sub-Group on 26th October, it was announced yesterday.

Boaters met with Mark Stephens, the K and A Manager, a few months ago and discussed many issues about facilities and maintenance. There is now a phone number to report breakages and other problems with water taps, sanitary facilities, rubbish bins etc. The number is 01380 722859.

Date for installing temporary facilities at Dundas announced at user meeting

Several boaters attended the Kennet and Avon User Group meeting on May 3rd and among other information, found out that temporary facilities at Dundas would be installed on May 14th; that drought restrictions are still in force, and that the Local Mooring Strategy proposals were due to be reviewed by the Local Waterway Partnership. Despite the recent heavy rain – both the Avon and the Kennet are in flood – there is still a need to conserve water on the K and A. BW imposed restrictions on navigation after Easter. In brief, these are: don’t use locks in the evening or overnight, and always share locks (unless you are a widebeam) even if it means waiting. Waiting for boats going the other way rather than filling or emptying locks if they are set against you is another way of conserving water.

Boater proposes innovative solution at Alton PC meeting

Following news of Alton Parish Council’s aim to prevent boats mooring between the Barge Inn and Honey Street bridge, boaters were invited by parish council representatives to discuss their concerns. Three boaters met with the members of the parish council before its meeting on 14 March.

Temporary facilities to be installed at Dundas

According to a Freedom of Information response from BW, we understand that temporary sanitary facilities will be installed at Dundas this month, April 2012.

Attempt to stop all boats mooring in parish

This Thursday evening (March 15th) Alton Parish Council is to hold a second meeting to discuss getting rid of all the temporary and permanent moorings outside the Barge Inn, Honey Street and at Gibson’s Boat Services (now Moonboats). In addition we understand that the Parish Council wants to prevent boats from mooring anywhere in the Parish. British Waterways and a Community Police Officer have been invited to attend the meeting, but no attempt has been made to consult local boaters. However a number of boaters plan to attend the meeting and would welcome other boaters joining them.

BW Chair says Local Mooring Strategy will not displace people

The tenth meeting of the Local Mooring Strategy Steering Group took place on 11th October at Wiltshire Council offices, Chippenham. Brian has taken over from Kev as one of the representatives of unaffiliated boaters. The agenda was as follows: finalising maps; enforcement and defining neighbourhoods. K and A Manager Mark Stephens chaired the meeting in the absence of Project Manager Damian Kemp. Sally Ash, the original BW Chair, had already informed the group that her presence appeared to be “not conducive to progress”.

BW’s enforcement powers challenged in Local Mooring Strategy meeting

The Kennet and Avon Local Mooring Strategy steering group held its eighth meeting on 9 May 2011. The National Bargee Travellers Association (NBTA) had written to the steering group and to BW stating that research has shown that BW does not have the legal power to set mooring restrictions of less than 14 days or to erect signs specifying compulsory mooring restrictions; that BW therefore does not have the power to compel boaters to pay overstaying charges, and that it does not have the power to impose fines for overstaying.
