The election for the CRT Council is under way. Polling opened on 13th November and ends on 11th December at midnight. There are two candidates who are liveaboard boaters without home moorings who we believe will support our interests.

Yesterday CRT announced that from 1st May 2015 that it is extending its “new continuous cruiser” enforcement process to all boats licensed without a home mooring. It declared that it would refuse to renew the licences of the boats that have moved the least over their licence year unless they obtain a home mooring, and that boats that travel further but whose movement falls short of the movement required by Section 17 3 c ii of the British Waterways Act 1995 would only have their licences renewed for a short period and if their movement was still not considered adequate, they too would be forced to take a mooring or CRT would refuse to renew their licence. Yet CRT has not stated what it means by boats that move the least, and neither has it disclosed what distance it considers acceptable.

Simon Salem, CRT’s Marketing Director, is to leave CRT in June next year, it was announced on Friday. The announcement comes only 5 months after CRT publicised plans to restructure its management teams, a re-organisation that appeared to leave Mr Salem with very little to do.

Just before the retirement of Sally Ash, CRT announced on 24th June that it is to create a new post of Head of Customer Service, reporting directly to the Chief Executive Richard Parry. The new post will be responsible for leisure boating, licensing and enforcement as well as other customer service changes. This strips Marketing Director Simon Salem of much of his role.

The IWA’s response to the news that Nick Brown discontinued his Judicial Review of CRT’s Guidance for Boaters Without a Home Mooring is alarmingly off-piste. IWA Chair Les Etheridge weighed into the discussion saying “Visitor moorings on the inland waterways need to be managed with the best interests of the whole boating community”.

Three liveaboard boaters attended the CRT Annual Meeting in Birmingham on 27 September to register their objection to the joint CRT and IWA attack on the rights of boaters without home moorings.

The CRT has changed the Guidance for Boaters Without a Home Mooring without any consultation with those likely to be affected. The change moves the Guidance even further away from what was intended by Parliament when it passed Section 17 3 c ii of the 1995 British Waterways Act.
