Until recently we have sent notice of new posts to everyone who subscribes to the site but it has been pointed out that this may discourage people from posting comments. So we have moved to an ‘ opt-in’ system.

Yes I noticed too that they were recruiting people to colate the results of the consultation.
It does not sound very independant to me, as the selection is based on a writen interview.
