BaNES Council is proposing to introduce vehicle parking restrictions near the canal that will make it more difficult for liveaboard boaters to stay for 14 days in Bath. The deadline for objections is 23rd December 2021. The Council proposes to make a Traffic Regulation Order to restrict or prevent parking on Beckford Road, Rockliffe Avenue and Forester Road. The purpose of the proposed restrictions is to make space for a cycle lane going uphill along Beckford Road and Warminster Road. However, since CRT introduced its unlawful and punitive 20-mile range requirement in 2015 for boaters without a home mooring, cycling to work or school or using public transport has become untenable for liveaboard boaters.

Chippenham MP Michelle Donelan walked the 87-mile length of the K&A canal last weekend to help raise funds for a new building for Holt Pre-School. She completed the walk yesterday having raised around £6,400. The Chippenham constituency includes the K&A Canal from Dundas to Bowerhill. Michelle Donelan is the Minister of State for Higher and Further Education.

Boat movement and mooring enforcement resumed yesterday 12th April 2021 as the Coronavirus lockdown continued to be eased. CRT has stated that boaters without a home mooring have 14 days from yesterday to move from the place where they were moored during the lockdown, meaning that they need to have moved by 26th April to avoid any enforcement action.

CRT has stated that boaters without a home mooring on a restricted 6-month licence are not expected to cover the same range as those on a 12-month licence. Matthew Aymes, CRT Customer Support Manager, Licence Support (ie enforcement manager) said in an email on 23rd February 2021:

Following the Government’s announcement of a ‘road map’ out of the current Coronavirus lockdown that began on 4th January, CRT has stated that it expects boat movement to remain limited to essential journeys only until 29th March 2021, and only limited local movement until 12th April 2021. Subject to further Government advice, CRT intends to resume enforcement of the 14-day rule from 12th April.

By mid-February 2021 the Government aimed to have all over-70s and people classed as clinically extremely vulnerable given their first of two vaccinations against Covid-19, but told people they should wait to be invited for their appointment. Now, the NHS wants anyone over 70 or clinically extremely vulnerable who has not had their first jab to contact them to get vaccinated.

In the next few weeks CRT will be starting to finalise the changes to the Boat Licence Terms and Conditions following the consultation that ended on 21st December 2020. Please write to your MP, or better still ask for a (virtual) meeting with them – personal contact is far more effective than a letter – and ask him or her to intervene to halt CRT’s proposed changes to the Boat Licence Terms and Conditions. Following the Government’s announcement on 4th January 2021 of a national Covid-19 lockdown in England, CRT has suspended enforcement of the 14-day rule. The Regulations governing the lockdown are in force until 31st March 2021, although the lockdown may be lifted before then.

Following the Government announcement on 20th December 2020, West Berkshire and Reading are now in a new Tier 4 of Covid-19 restrictions equivalent to lockdown. As of 26th December, Somerset and Bristol will move to Tier 3.
