Damian Kemp, BW’s Project Officer who chaired the Local Mooring Strategy Steering Group and did the legwork for the 2009 consultations on National Mooring Policy, Local Mooring Strategies and the now discredited Lee and Stort Moorings Managament Plan, has a new job.

Following strong opposition from boaters in London, BW has backed down over its proposals for draconian and unlawful mooring restrictions for boats without moorings on the Lee, Stort and Hertford Union navigations. However, BW still proposes to set up a local mooring strategy along the lines of the K and A mooring strategy. BW has also proposed to issue ‘roving mooring permits’ which ‘allow’ the boater to do what they are already entitled to do under Section 17 (3) c ii of the 1995 British Waterways Act, at a proposed cost equivalent to an average permanent mooring fee.

BRITISH WATERWAYS ANNOUNCE RIVER LEE NAVIGATION MOORINGS MANAGEMENT PLAN
British Waterways is today (18 February 2011) calling upon local authorities, residents, boaters and all who use the River Lee and River Stort Navigations and the Hertford Union Canal to comment on its proposals to introduce a new moorings management plan for the area.

A boater has been asked to represent unaffiliated boaters (ie those not represented by NABO or RBOA) on the Local Mooring Strategy Inquiry Panel. In February BW agreed to include them on the panel, then later went back on its commitment, but following pressure from NABO and RBOA as well as from other boaters, BW has now included one unaffiliated boater. The first meeting is on 26 August at County Hall, Trowbridge, at 10am.

The local mooring strategy will be discussed at the Wiltshire Council Bradford on Avon Area Board on 21st July at Westwood Social Club, Leslie Rise, Lower Westwood. Please attend if you can.
